What is a master plan?
A master plan, also known as a blueprint, is a strategic document designed to clarify the long-term objectives and priorities (usually 15 to 25 years) for a structure, building or area. It enables you to plan the development of your infrastructures (buildings, road networks, urban areas, etc.) in a coherent way, in line with your vision and objectives. The master plan lists all the actions to be deployed and the resources required to achieve your objectives. It also takes into account technical, financial and regulatory constraints. In other words, it's a veritable roadmap enabling project owners (local authorities, companies, public bodies, etc.) to anticipate future needs, prioritize actions and investments, and optimize asset management and development. -
When should a master plan be drawn up?
It is recommended that a master plan be drawn up in advance of any major project: before the construction of a new infrastructure (road, bridge, tunnel, airport, etc.), as part of a major rehabilitation project, or even before an extension project. The master plan must be carried out right from the pre-project phase, and revised and updated regularly to adapt to technical, regulatory and financial changes. -
