HSE support at every stage of the project


Within this framework, the experts supported Madarail through a strategic, business and operational approach, so that all the teams could take ownership of the HSE system and develop it further. Expectations were high, particularly on the part of the company's employees, the Malagasy government, customers, local authorities and users.
‘The project was carried out in several phases, starting with an assessment of the current situation and then drawing up a roadmap, even though Madarail is not yet considering certification. These improvements will enable us to meet the most stringent requirements in terms of Health, Safety and the Environment, and to have a structuring model for both management and employees,’ explains Gérald Gaillard, Head of HSE Consulting at Apave International, who led the project alongside the Apave teams in Madagascar.

Madarail, a key player
in its transformation
Madarail's historic line linking Tamatave on the coast to Antanarivo, the capital in the heart of the island, has seen a significant drop in the transport of hydrocarbons since 2012. It was in this context of revitalising its rail transport that Madarail asked Apave Madagascar to support it in its changes and help it revise its HSE management system.
A number of actions essential to the project have been implemented:
- Restructuring roles to provide a better framework for HSE procedures and to strengthen the HSE culture within the company, with all employees becoming players in health, safety and the environment.
- The introduction of operational procedures at all levels has made it possible to establish the framework for interventions with safety measures, to respect inspection frequencies, and to define the skills required in order to set up training courses to increase staff skills.
- The establishment and/or revision of risk analysis procedures, such as those relating to the environment and the emergency procedure for the transport of dangerous goods.

- Revision of key procedures (risk analysis, emergency procedures, etc.).
- Restructuring roles to provide a better framework for HSE procedures.
